Entry - stay - Leave

Non-immigrants

A foreigner entering Madagascar for not more than 3 months period of time must:

have a currently valid passport
hold an entry and stay visa
hold a return ticket or travelling document
have an international vaccination card.

The visa can neither be extended nor transformed into a long-stay visa.

A non-immigrant foreigner is not entitled to employment.

A non-immigrant foreigner leaving Madagascar is not submitted to an exit-visa formality and the 3- month-stays are limited to a maximum of 3 entries.

Immigrants

A foreigner wishing to come to Madagascar as an immigrant for a period of time exceeding 3 months must:

have a currently valid passport
hold either an immigration visa or a one-month entry and stay visa which can be extended and transformed
make a statement of identity and nationality at the Authority of his place of residence
lay down a guarantee amounting to the price of a return air ticket
hold an international vaccination card
hold a police record of less than 6 months
hold a residence permit

His stay visa is equivalent to a permanent exit and return visa.

Note that businessmen can get " non-immigrant " multiple entries and exit visas for 3 years, but each of their stays must not exceed 3 months.

Residence permits are delivered by the Ministry of Interior.

Residence duties are to be paid at the Treasury office or at a public cash-desk.

An immigrant foreigner married to a Malagasy native is exempted from the payment of the visa fee.

Employments

An employed foreigner must hold a work permit issued by the Ministry of State Service, Work and Social Laws.
This measure is applicable from the 1st September 1997.
Application from free-zone entreprises' staff, tax-duty entreprises benefit by speedy processing.
